The ARGUS Certified Broker programme is regarded as one of the most stringent third-party audit frameworks in business aviation. It ensures that brokers operate as verified, financially sound entities.
Brazilian private aviation platform Flapper has successfully completed its ARGUS Certified Charter Broker re-certification, reaffirming its commitment to the highest international standards of safety, transparency and operational excellence.
With this milestone, Flapper remains part of an elite group of only 17 ARGUS Certified Brokers worldwide and continues to stand as the only broker homologated in Latin America, according to the official ARGUS Broker Registry. This distinction further consolidates the company’s leadership in a region where demand for private aviation continues to grow alongside expectations for global-standard safety oversight. Originally certified in 2022 as the first ARGUS Certified Broker in the Southern Hemisphere, Flapper’s re-certification follows a rigorous audit process evaluating its internal procedures, financial integrity, safety management systems and due diligence practices across thousands of charter flights facilitated globally.
The ARGUS Certified Broker programme is regarded as one of the most stringent third-party audit frameworks in business aviation. It ensures that brokers operate as verified, financially sound entities while applying consistent and documented safety checks across all charter operations.
Flapper’s platform, now offering access to approximately 5,000 aircraft worldwide, integrates multiple layers of safety verification, including real-time airworthiness checks, third-party audit data and proprietary screening systems. The company works exclusively with certified commercial operators, aligning its procurement model with internationally recognised standards.
Patrick Chiles, VP of business aviation audit at ARGUS says: “ARGUS is delighted to add Flapper to our roster of Certified Charter Brokers. Bruno, Paul and the Flapper team demonstrated a commitment to safety, operational excellence, sound business practices and customer service throughout the audit process. As the first ARGUS Certified Broker in South America, Flapper reinforces the worldwide reach of our broker certification standard.”
“Maintaining ARGUS certification is not a one-time achievement; it requires continuous discipline, transparency and investment in processes,” comments Paul Malicki, CEO of Flapper. “As we scale internationally, this re-certification ensures that clients and partners, from Latin America to the US and Europe, can rely on a consistent, globally recognised standard when booking through our platform.”
The re-certification comes at a time when Flapper continues to expand its vertically integrated model, following the acquisition and integration of its Part 135 air carrier, Black Air Taxi. The operator itself has recently been ranked ARGUS Registered and expects final homologation for Gold certification in the upcoming months. Together, these certifications position Flapper as one of the few global players combining certified brokerage standards with proprietary technology-driven procurement and safety systems and direct certified flight operations (Part 135 AOC) with its own maintenance.
Founded in 2016, Flapper is a global private aviation platform specialising in on-demand charter, aircraft management and fractional ownership. The company operates across more than 20 countries, connecting clients to a network of safety-vetted aircraft through a proprietary booking and quotation system.
